Preheat oven to 250°F (120°C). Heat oil in a large skillet on medium heat. Add onions and cook until softened, 10 min. Add peppers and cook 3 to 5 min. more. Add chili powder and turkey and cook for 1 min. Take off of the heat and stir in cilantro, lime juice and zest.
Wrap tortilla shells in foil and warm in oven for 2 to 3 min. Divide warm filling evenly amongst wraps and add 2 tbsp cheese and 1 tbsp salsa to each one.
Fold in sides of each wrap and roll to contain the filling. Serve with sour cream, diced avocado or hot sauce, if desired.
