Directions
Place tri tip in a casserole dish and sprinkle with salt and pepper to coat. In a small bowl, stir together oyster sauce, soy sauce, fish sauce, sugar and oil. Pour over beef, turning to coat. Cover and let marinate for at least an hour or up to overnight, flipping a few times.
Remove from refrigerator 1 hr. before cooking. Make the sauce.
Dipping Sauce: Toast rice in small pot or frying pan over medium heat, swirling until light brown and fragrant, 3 to 4 min. Let cool; crush in mortar and pestle or crush on a cutting board using bottom of a heavy pot until finely ground. Add to small bowl; stir in lime juice, fish sauce, cilantro, sugar, tamarind (if using), shallot, and chili until sugar is dissolved.
Preheat clean, oiled grill to high heat. Place beef on grill and sear on each side until browned, 4 to 6 min. Reduce heat to medium-low and cook 8 to 10 min., flipping and repeating until medium-rare, or a digital thermometer inserted into the thickest part reads 145°F (63°C).
Let steaks rest, covered on a cutting board, 10 to 15 min. Thinly slice against the grain and arrange on a platter.
Serve steak with basil, mint, tomatoes, cucumbers, lime wedges and spoon dipping sauce over steak.
